We are not sure, but that was the plan by a local government in Indonesia. To put a stop to growing sex industry, the masseuses were told to wear padlock on their waistband.

Batu is a popular tourist destination for its tranquility and natural beauty. But with the tourists, came the sex industry; and many massage parlors are heavily used for prostitution. The problem is not limited to Batu; in Indonesia sex industry is growing rapidly. In the conservative Muslim country, not all are happy about it. They want to do something to stop it. Batu’s local government came up with the novel plan: mandatory padlock on pants for all masseuses. Okay, use of padlock to prevent sex is a medieval idea, but locking the pants is new. Indonesia has a history of coming with interesting ideas: few months ago they wanted to jail young people for kissing in public. But that did not fly.

The state minister for women’s empowerment thinks the padlock rule is an insult to women and there are more effective ways to deal with the problem. We can only hope that the padlock rule will be locked away for good.
